The woman is Shobha Tipnis from India.
She's competing in the 12th "Impossible Challenger" event where people try to set unusual records. She's aiming to become the first woman ever to blow up a 12mm (0.47 inch)-thick hot water bottle using only her lungs. This would obviously become hazardous if the air rushed back into the lungs since the lungs are significantly weaker than a rubber hot water bottle.
Fortunately, Shobha was eventually successful!
